I like it. It's a classic mindfuck that would be equally suited for a spygame or a cyberpunk scenario. The great twist is that the documents really are fake since this is the last thing anyone would suspect. Only reason this isn't a 10 is that I never liked factions in Planescape, but that's just me ;)

Exelent story, great twist(s). Political intrigue is what sigil based games should be about. This is an exelent way to get pcs involved in faction politics.

Political intrigue is exactly the sort of thing that most D&D stories are lacking. Maybe there could be some deep political debate about the philosophy of anarchism, and such.
