After a very interesting introduction, little of value is offered. A very thorough description of skills and stats, but little in the way of personality.

It would have been a lot more helpful to omit the "history" description; what happened in your game is of little consequence. More description of the NPC's personality would have been infinitely more helpful, especially the angle concerning the practical jokes and perhaps some political intrigue information. As it is, this NPC is little more than a collection of numbers.
