I like it--interesting concept, an excellent way to kick off a long-term campaign or story arc. I give it an 8 only because its more of a plot hook or catalyst than a scenario. With more fleshing out, I'd certainly give it a higher rating.

Interesting plot. Hard to imagine the PC's doing anything to stop the hard headed celestials without some real thinking beforehand on their part.

Lots of role playing involved, if the DM uses enough time to prepare for it.
