planet? What if that planet is in the process of being integrated into the Federation?
That is something that challenges any Starfleet officer, especially when violence is not

The rakasta come from a Dragon Magazine article; the visage comes from the Dead Gods adventure for Planescape; the abyssal ants come from Dragon Magazine; the sahuagin stuff comes from The Sea Devils.
